采用单一来源采购方式的原因及说明：根据省委省政府《浙江省“十四五”规划编制工作方案》（浙发改规划〔2019〕233号）的部署，舟山海洋产业集聚区管委会拟开展园区“十四五”规划编制工作。 近年来，海洋产业集聚区园区产业快速转型，区域开发进入全新阶段，科学制定园区“十四五”规划纲要及相关专项规划，明确“十四五”时期集聚区（高新区、综保区）经济社会发展的总体思路、发展目标、主要任务、工作重点、重大项目和政策措施，指导未来五年经济社会发展，具有重要意义。 鉴于园区“十四五”规划编制工作启动较晚，为加快规划方案编制进度，保障规划方案质量，同时考虑到浙江省发展规划研究院为《浙江省“十四五”规划基本思路研究》中标单位，符合《舟山市财政局关于转发浙江省财政厅关于进一步规范政府购买服务采购管理的通知》（舟财采监〔2021〕4号）第四条第二项规定内容：省级以上（含省级）购买主体最近1年内通过公开竞争方式产生的同类的政府采购结果，本系统下级购买主体确实需要直接采用。为保证 “十四五”规划纲要编制严谨、专业、高效，申请采用单一来源方式采购,拟定浙江省发展规划研究院开展编制工作。
