p style="margin-left: 36pt;" times="" new="" "="">根据《中国电信海南公司采购管理办法》（中电信琼〔2017〕66号）第十九条：“非工程建设项目的货物或服务采购，其原供应商通过招标、比选、询价、竞争性谈判等竞争方式产生的，可视为原中标人，但原则上不应无限制、持续地向原供应商进行单一来源采购。”，及【2020】HI00244号采购方案签报第7条：“本项目在唱价及评选时，有效参选人不足3家时，拟对2家有效参选人继续组织评审；若有效参选人仅剩1家时，拟与其定向谈判；如无有效参选人，拟重新组织比选。”，本项目有效参选人为1人（琼中营根英姐劳务服务部），现采用单一来源采购（公示）的方式进行采购，与“琼中营根英姐劳务服务部”进行定向谈判。
