采用单一来源采购方式的原因及说明：浙江省测绘科学技术研究院作为浙江省自然资源厅直属单位，负责第三次全国国土调查省级核查工作，拥有全省时效性最新、分辨率最全的航空影像图，并承担完成了金东区农村土地承包经营权确权登记颁证项目，具备大量基础测绘调查实施经验，对本项目所需的基础数据具有更全面的了解，对矢量数据的处理、项目的理解、乡镇村的衔接配合和涉密数据的使用等都具有更娴熟的处理能力。根据浙江省政府购买服务采购管理暂行办法第十一条“若更换承接主体，将导致在现有的经济和技术条件下，无法保证与原有项目的一致性或者服务配套要求，且会导致服务成本大幅增加或原有投资损失的；”为确保本项目按时、保质的完成，特申请进行单一来源采购。
