合同包1(长青华阳景区创建国家5A景区咨询辅导服务采购项目)特定资格要求如下:





（1）投标供应商为具有独立承担民事责任能力的法人或其他组织或自然人，并出具有效的营业执照（事业法人证）或证明文件或自然人的身份证明；（2）投标供应商须具备风景园林工程设计专项甲级或城乡规划编制乙级及其以上资质；（3）投标供应商应授权合法的人员参加投标全过程，其中法定代表人直接参加投标的，须出具法人身份证明及法人身份证，并与营业执照上信息一致。法定代表授权委托人参加投标的，须出具法定代表授权委托书及被授权代表身份证及授权委托人近六个月的单位社保缴纳证明；（4）提供具有财务审计资质单位出具的2021年度财务审计报告或开标前六个月内其基本账户银行出具的资信证明或政府采购信用担保机构出具的投标担保函；（5）具有依法缴纳税收和社会保障资金的良好记录：提供开标前六个月内任意一个月的税收及社保缴纳证明（若为依法免税或免缴的投标供应商应提供相关证明文件）；（6）出具参加本次投标前三年内，在经营活动中没有重大违法记录的书面声明；（7）通过“信用中国”网站(
